It is, but it's associated to the device by serial number. If you change the serial number in the NAND (on a WiFi only device), it de-associates it from that iCloud account.
Finally got something I've wanted for awhile... An iPhone NAND programmer! This will allow me to remove iCloud lock from WiFi-only iDevices, and upgrade the storage on them! Can't wait to receive it! https://www.ebay.com/itm/152877203275 …

Very Cool :) iv been wondering if you can change an iPhones ECID with one of these... like if you have an dead iPhone with many blobs if you change another phone to have that old phones ECID would that work...

It MIGHT be possible, but you can't switch to the ECID of a different device (eg switch iP7 to iP6S)
