I fail to see reason behind apple removing ability to check if a device is activationlocked (https://icloud.com/activationlock ). Only helps scammers.
Apparently, people were using it to check generated serials before writing them to NAND on iCloud locked WiFi-only devices.

Of course, that doesn't really help much, as you can just desolder the NAND again and write another different serial.
