You just have to go through each file in the InstallAssistantAuto section of the Software Update Catalog, and download them. No special HTTP headers required. When done, get the installer app from inside BaseSystem.dmg, and rename "InstallESDDmg.pkg" to "InstallESD.dmg".

Yes, just create an installer, and install to the volume containing Sierra. Not sure if I'd advise using High Sierra as your main OS, though
