Well, I ended up restoring it to 9.3.5 (RIP iOS 6). Turned out to be a 32GB AT&T model, and is in fully functional condition.

you should have at least 2 Ota blobs like 8.4.1 and also 6.1.3...hopefully it has at least one iOS 9 blob so you can get back to iOS 6.1.3
