No, it's for the read-only system partition. You can read about it in the docs from Apple.

I install Catalina on a older machine and sometimes it starts the boot process like single user mode before the Apple comes up and other machines it starts with the Apple? Why

It's explained in my video, but it's needed on machines that don't support APFS booting natively.
