Maybe the question is more what are you looking for? Because downtown is super quiet in the evening. Try Koreatown. It has the high rises, but really it's open 24 hours. 100s of restaurants. Things to do. Great transit links and walkable.

There are articles that discuss how Wilshire is a lateral downtown and how LA does not fit the spoke and center model European city. But yes, I loved living in walking distance of a 24 hr BCD. 4 Korean grocery stores in a 1 mile radius, so many bars, cafes, bakeries, spas… etc.

Also it weirdly has the most rando interesting architecture and old Hollywood throwbacks. Like I love The Prince (which everyone films in) they have amaze balls whole fried Korean chicken. The space is quintessential old school LA bar.

This seems super NY though. Everyone walks and takes transit. A bunch of places come with parking. But I still think traffic is hell west of the 405.
