I'm working on that in my present project. On the Europeanist side, David Nirenberg's chapter "Was There Race Before Modernity?" takes a good look at this as well :)

Yeah, I think he largely does it to gesture toward a greater point, but it could use more historicizing in the chapter (and in general) for sure

It ends up still ignoring 60 years of social science research. The “let us be stuck in these eugenicist essentializing definitions” is frustrating and just makes any discussion difficult.

Unfortunately that's kind of his shtick. I have a lot of issues with some of his other work (esp. on anti-Jewish prejudice) for similar reasons....a lot of pretty quotations for impact but that shouldn't replace due diligence.
