We are, as a group, also not at IMC. Individuals may go. They too are terrible about addressing our security issues, and really after the debacle of the medieval dumpster summer of racism when "others" was the topic and somehow white men screaming at MOCs was considered a thing..
We shall see how it goes, but at least this pilot frame out still means the 4-people who are employed at WMU have final say. The other group only recommends. Their decisions can be overturned.

Theoretically, yes. But the process hasn't been tested in practice yet and I do suspect that it will evolve. And there's definitely an attempt to make the overall system more transparent

As most other conferences usually involved a transparent programming committee, often appointed by elected officers/board or elected, the process outline is standard other than the 4-person connected to x institution have the right to overrule larger committee decisions.
