is the victim of the harassment's reaction needed to qualify for harrassment? i would think "unwanted" focus and attention would be sufficient.

Once a woman says she does not want to engage with a man, the man following her and filming her is harassment. I’d argue simply following someone and filming them when they don’t want to be filmed is harassment, even if it doesn’t meet the strict legal definition.

I would also say the sex of either the perpetrator or the victim does not matter.
