AFAIK there wasn't any official repo in the past years, so it's probably fair to claim https://github.com/google/AFL as an official one. Re: different forks, there's a whole universe of those: https://habr.com/en/company/dsec/blog/449134/ … We'll be happy to accept patches from community, it's open source :)

Are there plans to actively continue development of afl now? Like, does it make sense to move forks to be based on these commits?

Can't promise anything big right now. Current plans include some minor changes only. Patches from the community are welcome though.
