As in so many mass disasters, the name, identity and humanity of individuals tend to be obscured by "the issue." Perhaps use faces and names, plus their personal stories, to add humanity; that will engage and read more sympathetically.

Exactly what I was thinking Don. Unless there’s an emotional or financial hook, story gets glossed over. Heart breaking the emotional damage done to babies, very young children w/o their parents
