Even if it happened outside the US and none of the people involved were American. But the law does specifically exclude American college sport leagues :^)

Testosterone is also on the WADA Prohibited List. So if you self-medicate with it or anything else on that list, the US now has legal basis to go after places that sell it, even if they don't ship to the US. That's really fucked up.
