Honest question: is there any legal way to prevent such a person from buying a gun when he hasn't been convicted of a crime?

Yes. His threatening messages violated a FL statute which meant the sheriff could have arrested him the moment they were reported. His behavior and lengthy record could have helped adjudicate him unfit to purchase or carry but only if reports were followed up.
