Negotiators room had one fixed line phone, no whiteboards and no live feed of siege. If phone in use, incoming hostage calls diverted. (2/3)

Hours of recordings and transcripts b/w hostages and negotiators are missing. Maybe they were taped over, or never recorded, inquest hears.
