As someone who has a semi-literate and mentally ill father with an interest in science, and as someone who has sent you a weird email, he might be honestly concerned and trying to help. I've helped my dad write letters like this (that i didn't send anywhere.)

Agreed. That's possible. If the person is sincerely trying to help they've got some odd judgments about risks---hard to imagine a worse outcome than using explosives to trigger volcanoes (if that would even work).
