Don't the justices themselves decide when they should recuse?

"Have to" is the rub. It's all self-regulation on SCOTUS. Norms haven't fared well lately.

Does each judge have the discretion to decide for himself/herself whether to recuse, or does the Chief Justice have some kind of final say or do the justices as a group have the final say?

Ethics rules around recusal do not apply to Supreme Court Justices. Supreme Court Justices are not required to recuse from anything they don’t want to recuse themselves from.

And with all the help he received from the Trump White House (he’s practically been living there rent free), Nat’l Republican Party, and a couple of big donor funded interest groups, shouldn’t he recuse himself from any business they have before the Court?
