25% of 12000 leaves 3000 deaths below 65 years old, plus 9000 seniors. That'll comfortably beat terrorism in 2001 in the US, I suspect.

I mean to say that terrorism is higher variance than stairs; I'm not comfortable supposing we've seen the upper bound. Variance is scary.
