If the theory hinges on everyone outside of the ingroup being an idiot, the theory is wrong. It's just just vain wish-fulfilling boosterism.

That's Wikipedia elaborating. Citizenship was more Jeffersonian than Jacksonian in Athens; an earned privilege of birth and education.

A Greek orator who said "those idiots" meant the non-citizen residents. It had similar shade, but distinct denotation.
