I don't hate this concept! However, I would want the sample size to be larger (several thousand) and the selection process to be very difficult to game. I had a similar idea a while ago, but a bit of the reverse -- everybody votes, not on candidates, but on issues, and the person who is closest to the median across all pertinent issues gets to be sovereign for the next period. If that person declines, the next-in-line is chosen.
