Ok, so you can't apply this to everything. I wasn't intending it to be applied to everything, and even I can admit it's worded poorly. That being said, they're not breaking ToS, or they'd be banned. Let Twitch do the policing.
When Twitch has had enough, they're out. You don't get to decide when that is, it's not your platform.

I don't claim to be the twitch police, but I do have the right to complain about people breaking the community guidelines and getting away with it. Inappropriate Broadcaster Behavior and Attire Nudity and conduct involving overtly sexual behavior and/or attire are prohibited.

Please try to explain to me how the stuff that Pink_Sparkles and others get up to is not overtly sexual behavior and/or attire. If this was absent from the rules that twitch themselves created, then you'd be correct. But it literally is against their terms of service.
