The ToS is simply a commercial decision by Twitch. Objecting/enforcing it is none of your business. Just stream/watch what you want.
The problem when viewers start thinking its their job to enforce the rules like some internet vigilante is when they draw their own lines-

Viewers are already supposed to use the report feature on content that is against the ToS.
