I did wonder if it was too mean, but I was reading through the comments and he pretty much criticises people for their own ways of chat moderation as if he even knew what it was like to deal with a rude chat. He's not qualified to tell others how to run their channels imho.
I am sure he means the best and just wants to give advice he thinks is good, but it's not helpful and just comes across as another advice thread designed to garner likes.

I decided that pointing out he wouldn't have personal experience with out of control chats was important context, if you consider it mean, then sure. 18 viewers is still awesome, just not enough to experience really bad toxicity that is hard to manage.
