Latex and cotton would work just fine. You can mould latex and cotton into whatever shapes you want :)!

Or if the form was a little bigger, you could mould with a lightweight foam like Crayola Model Magic, prosaide it to your head and then layer in liquid latex and tissue paper. There's hundreds of super easy ways to do this :)!
