Btw streamers, there's heaps of log services so you can keep track of this kind of behaviour and have your mods report repeat offenders. Also great for additional evidence in chargeback cases. 
I use Overrustle logs.

there needs to be better vetting for partners and affiliates not just meeting certain numbers

Vetting can always be hard, think some people will think "I have a button now I am important" and be more vocal than if they didn't so you wont be able to tell if they should be allowed.
