Real Question. I say this with genuine good intentions when I mean it to girls I am “talking” to. What’s wrong with it? It’s not sexualizing them as “nice ass” is. Imo, it’s like saying “you’re hair looks better in this way”.
If you need to fit a certain criteria in order for this to be a compliment, then it's not a compliment.

I feel like the receiving girl will almost always awkwardly say thankyou rather than accept it, but what are we supposed to say? You look better WITH makeup on?

Depends on who is saying it really.. I don't need randos telling me how I should dress because they THINK its better that way.

So is saying you look better with anything, eg nice clothes, nice hair etc, the same thing? Not trying to be cynical, trying to understand a females POV on it.
