It's part of the "Don't debate people who want you dead" school of thought.

Fash only use it meet 4 objectives: 1. Gain a platform to normalize their rubbish 2. Recruit 3. Obfuscate their intentions to normies/Libs/Conservatives (ie "free speech","market place of ideas") 4. Terrorize &/or agitate those who see through their cryptic lingo/symbols

"Never" seems a little insensitive to situation. This depends on the "fascist" and the circumstances of the "debate". It's a mistake to assume that everyone debates in good faith, but until you know an individual, you can't tell whether that particular person is sincere.
-
"Never platform people whose views are routinely the result of bad faith".

I would dispute this, as when you debate in a public forum, you’re also exposing the audience to your points, which if supported by evidence, may lead them to intellectual curiosity.
-
If by "your points" you mean not fascism. That's already what people know. There's nothing to be gained exposing them if you allow the fash to do the same with his ideas.
