Also, it means 22MB/s copy at some point, which could be from one machine to another inside DNC, or from one to another in hackers network

Yeah, or even between host machine and VM running on it.

Or it could be moving the files into a Tarball on the DNC side / out again on the hackers' side. They won't have stolen files one-by-one
