Unless we think that university leadership is really short sighted (ok, I admit I do sometimes think that), I don't see why it would be a move against interest to support long-term efforts to improve access to publishing. Everyone is better off with more robust participation

And, I'd expect university leaders to understand this better than most. Basically their entire research enterprise is structured around the ongoing benevolence of govts and foundations to give $ for work that often has mainly long-term societal benefits as the return
Also, a subtweet: I struggle to understand why efforts to support better OA publishing in this way are viewed as "unsustainable." People and organizations give money away all the time to support their long-term mission and goals, even when they don't see short-term benefits.

Also, with apologies to the lawyers who write them, I find it odd that patents figure so prominently in the data set. IMO they are possibly the worst example of english language text I can think of; they're practically written in another language.
