This can be weaponized, you realize. A faction can just report info they want to suppress as if it were a problem. I hope this is smartly implemented.

Yep. The exact same argument was made about adding a feature to report abuse, but it was the right thing to do, then. Designing user feedback systems must always account for expected misuse. Doing this well will require humans to make good decisions. Narrowing to voting helps.
