You can add location information to your Tweets, such as your city or precise location, from the web and via third-party applications. You always have the option to delete your Tweet location history. Learn more

I'm curious. Who *does* need it the most right now? I've played with Dat, and Scuttlebutt, but I couldn't work out who IPFS was aimed at helping first, as opposed to 'everyone'.
Excellent question. My top picks would be censored populations, underserved often-offline groups, and use-cases which would rapidly accelerate adoption into general internet infrastructure.
