I'm probably being dumb but I can't figure out why I don't receive emails when folks file issues on my github repositories.

You need to hit the "watch" button on your repository, or check the "automatically watch repositories" checkbox in your global user settings's notifications settings page. I don't think it's checked by default, and several of my repositories are unwatched.

Yeah, I think I turned that off because I'm in a couple of orgs with very active repos and I *do not* want to get notifications for all of those, but I would like to get notifications for repos I've created, for sure.

Not solvable with IFTTT. Definitely solvable with the Github API. Surely someone has made this...
