I think this is more about defaults than an actual bug. gfx.color_management.mode = 2 is the default (only colour manage images). gfx.color_management.mode = 1 is colour manages images and colours in CSS.
So, Firefox _can_ do the right thing, but it’d be rare for people to change the default. There’s a performance hit for having colour management on, but I have no idea how big it is.
