    I've never made a New Thinking like this. and I began on why the image of the ocean recurs in so many of his poems about prison, and I don’t think either of us was prepared for the place we ended up. He is a deep and rewarding interlocutor.

    The NYT framing suggests this is a good faith policy debate. It's not, as the story itself notes, 11 grafs in: "Neither the mayor nor the commissioner offered data or analysis to support their contention that the law was behind the increase."
