one small issue with raw cabal format: it forces you to declare all modules, hpack alleviates this and is integrated stack but not cabal (the cli tool)

The one thing that prevents the use of cabal at work is the inability to point to private GitHub dependencies. This is a hard requirement. It's one of the strongest reasons for our team choosing to drop Scala altogether because sbt can't do it. Nothing to do with learning.
