I struggle to believe that legislation is going to have any useful outcome on software quality. Certainly, it has a detrimental effect in aviation in many diverse contexts.

Disagree. While impossible to know for sure, regulations about how much testing a system must have before use on public roads could have prevented this.

I really think we have to see what the NTSB says before jumping to conclusions though - entirely possible this was sensor failure or some other non-software problem.
