Even if "the rules" gave an unambiguous answer in this case (they don't), they are at best a heuristic. Why would anyone follow rules that don't accomplish their supposed goals?
The rules imply, "not reputable in areas of expertise." Therefore, and alternatively to your proposal, disregard Wikipedia as a credible source on fields of expertise (not only programming; can confirm also medicine and aviation). I personally believe this is the only solution.
