Does uncooperative mean, "won't do as told", or does it mean something else?

Making a change that affects downstream users, then being asked if they could make a change that would be compatible with both and refusing to either do it or say why it can't be done sounds pretty uncooperative to me.

I think "blocked" is too generous, myself. I'd have done much more, given the circumstances. However, is there some entitlement to not be blocked? What are the conditions?

I think being blocked without cause counts as "uncooperative maintainer". If there was cause, that's possibly different.

I didn't decide that. That's the story I've seen so far but I haven't investigated. Do you have other information?

Of course I do. And if I didn't, I don't believe everything on the internet. Regardless, I think it is disgusting that the terms of whether or not person P is blocked by Person Q, is dictated by people R. Open source is being wrecked by this level of entitlement.

I don't think there is any entitlement here. I do think forking is a reasonable action in the presence of being blocked by the maintainer.
