Function composition can seem "backwards", I think, only when compared to some specific other programming conventions. I don't think all sequences have to read operationally in the same direction. There are a lot of times in English where we change order...
Good question. I read it according to the latter, and so it is not "reversed."

In most programming languages data "flows into" the variable on the left. Expressions that read right-to-left are natural in this context. Also, "describing it operationally" being left-to-right is a non-universal assumption. *That* would be backwards for Arabs, Israelis, etc.
