It's a fallacious thing that is completely absent any application of critical thinking. As for its moral values, well, I did not express that at all.
I still have no idea why we are talking about the police. Police are not trained in risk management to any significant extent, if that's what you mean. Calculating risk starts in an undergrad statistics classroom.

No, I didn't. Someone else criticised police for <reason> and I made a comment on the catalyst for that reasoning. Again, I have no idea if that reason is itself correct, nor any opinion on the actions of the police in this case specifically. This distinction is very important.
