Stack can easily lead to package bounds that work only in stack, and not in cabal. Amazonka and several others were like that last I looked at them. Mind you, stack has good points too! I use it when teaching, since it will install GHC. But it's not perfect.

Stack manages GHC versions, that makes it worth using for beginners. I prefer cabal, but stack will download GHC for a beginner. When I'm teaching I want the focus on learning, not packaging.

Why can't you use http://haskell.org 's https://www.haskell.org/platform/ official Haskell distribution which is designed especially for your very use-case, i.e. to provide a uniform beginner-friendly installer for GHC & Cabal?
