Tienes la razón. El punto es que lo único nuevo que prometió EUA ayer fueron potenciales créditos/garantías/seguros para el sector privado bajo la @opicgov (2bn para MX y 2.5bn CA). No está ofreciendo otro tipo de ayuda, ni algo que se pueda redireccionar.
