And Google of course does nothing. We filed for trademark protection three months ago, which they granted (so ads can't use our TM in their ad text), but they simply refuse to enforce their own policy. Of course. Because they make more money doing nothing!

It does apply. But Google does not enforce it.
Here in Brazil at least you can block other companies to advertise using your company name in GoogleAds. You don’t even need a lawyer if you have naming rights. Have you checked for something similar for US advertising using GAds?
We've done that. Google just doesn't enforce their own policies. There are zero repercussions for repeat offenders. It's essentially a sham.
