Probably the UX team....and then product team....and then legal team....and compliance, and fraud, and procurement, and a bit more legal before heading back to the UX team who by this point were crying quietly in the corner.

You missed out the hardware folks, who pointed out that the million key-fob thingies out there only have 13 keys and 2 modes of operation.

Exactly this. SCA. Needs to be unique to that transaction. Previously this signing process only used a component of the beneficiary account number.

The UX is for the bank, not the user. Reduces claims of “oh I didn’t realise what account number I was sending the money to” I guess.
