Sorry, but I just spent fifteen minutes trying to find a specification of the Quorum protocol, with no luck. Can someone point me in the right direction so that I can actually assess its (unspoken?) correctness and security properties? /me not impressed so far

I don't disagree with you. I only wanted to address the misconception that blockchains cannot address issues of data and transaction privacy. Thanks for the extra election-specific info!
