An extra pair of eyes is good to have, sure. But at the same time we're trusting by proxy, aren't we? I'd rather see a well designed test plan tbh. Also, I actually don't know if there's anything that proves something works "as intended".
Thanks @drvillo, yes, a code review is an extra set of eyes. We found a dozen critical bugs in rapidly performed 3 day review. The quality of the codebase improved, but we noted there were still many deficiencies. @trailofbits has no control of what happens after that.
