Technical question: How exactly is the immutable Boot ROM not *explicitly* trusted?

Nothing is told to verify it, so the trust isn’t explicit. Instead, it is read and executed immediately in the most trusted context. From a computing standpoint, this is implicit in that there is no option not to trust it.
