Unfortunately, I think this means that certain schools will require a bailout. It should come with strings: it's only for cloud migration, and ongoing maintenance and incident response are budgeted appropriately.

I’d just simply place the blame on budget. Everything from spending it up front to not being able to pay staff equitable wages contributes to the failings. If you’re lucky some young kids will have good skills and pick it up quick, but they’re unlikely to hang out very long.

That was me as a high school senior. I did what we now call desktop support, and even got stuck teaching a class I was supposed to be taking for credit.

At one point, my wife bought and gave classroom printers to a select few teachers who printed enough that going to the central "copier room" was too much of a burden. Once they ran out of ink, the teachers couldn't get budget to replace the ink, and just threw the printers out.

And that's how we learned that equipment without a budget to maintain it is a recipe for extremely rapid obsolescence.

In many cases, things get bought with federal/state/private grants. Often those grants can't be used to buy ongoing support/services contracts. Not how it should be, but often the way it is.
