    On the campaign trail Governor-elect's Janet T. Mills and Maine Democrats promised that protecting health care would be a number one priority. The first bill that we will take up proves our intention to keep that promise.

    The current surplus exists and state revenues continue to grow because beginning in the 126th legislative Ds have beaten back bad fiscal proposals from the current governor and because the economy has slowly recovered from the Great Recession

    Maine's Budget Stabilization (rainy day) Fund grows automatically when state revenues exceed forecast. Gov. LePage didn't grow the fund. In fact if the legislature had adopted his last budget or tax conformity plan the balance today would be much smaller

    This is bad policy and hopefully will never see the light of day in Maine. It has failed in other states, is probably illegal under federal law and expensive (and not cost effective) to implement
