I'm reminded of a case study studied by an accountant I know: there was a high tax on import of shoes at the time. So business imported a shipment with only the left shoes. Declined to pay import duty and the shoes were confiscated. Few weeks late put up for auction.

They bought the left shoes at auction for a pittance to buy them back because.... who else has any use for a pile of just the left shoes. Meanwhile at another port they'd done the same with the right shoes. Massive saving on import taxes and shoes legally entered the country.

I think of the war on drugs and gun control. Serious issues but you can’t legislate against desire, culture or history.
