Another way of studying comparative city governance is to study its business community & its neighborhood associations of the cities you're comparing. Often times, the loudest & those who lobby quietly behind the scenes influence how city councils vote for what gets funded.

comparative urban studies does help provide a useful mental framework - but you'll really get down & dirty by seeing who runs the House of Cards in each city!
